Financial Management Analyst (GS-9/11)

Summary

This announcement will be used to fill positions with an entry grade of GS-9/11 or with a target grade of GS-11.

The minimum salary for grade GS-09 is $61,680, the maximum salary is $80,182. The minimum salary for grade GS-11 is $74,627 the maximum salary is $97,011.

Pay for first time hires to the Federal Government will typically be set at step 1 salary range for their respective grade level.

Duties

  • The duties, described below, represent the major duties performed at the GS-11 level. The duties performed for developmental positions will be of limited scope and complexity to develop skills, proficiency, and work experience.
  • Applies financial management analysis knowledge of automated systems and related regulatory and statutory requirements to identify financial management problems such as inadequate maintenance of fund control.
  • Analyzes, plans, and evaluates directorate functions to determine validity, propriety, accuracy, and adequacy of work processes.
  • Examines a wide variety of documents, records, and related reports, and processes, to determine whether performance has been in accordance with GAO procedures and appropriate regulations.
  • Interprets applicable guidelines and regulations to assist in implementation of approved/directed internal procedural changes to accomplish financial management objectives.
  • Performs quality control examinations of operations, policies, procedures, and internal controls including the analysis of data and information with the objective to prevent and detect deficiencies in the operation of functional area systems.

Qualifications

This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. We reserve the right to close this announcement early or to extend, as appropriate, based upon the needs of the Agency. Qualified application packages may be referred to management at various points in the selection process depending on the number and timing of applications received. Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement.

Human Resources will determine your qualifications for each entry grade level based on your interest and the additional following criteria. Resumes for federal government positions need more detailed work descriptions and accomplishments than a typical private sector resume. GS-09: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as researching and interpreting financial regulations, policies and laws to provide substantive recommendations and advice to managers; analyzing and evaluating reports and data from financial systems to identify issues and discrepancies; and researching and interpreting financial policies and laws to resolve financial issues.

GS-11: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as analyzing financial and accounting operations to recommend process improvements; monitoring and evaluating financial systems to identify weaknesses and ensure compliance with internal controls; and analyzing the impact of applicable laws and regulations on an organization’s financial policies, operations and systems and recommending changes to maintain compliance.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Substitution of Education for Experience:

GS-9: Qualifying Master’s degree or equivalent graduate degree or 2 full years of graduate education leading to a Master’s degree or equivalent graduate degree in computer science, engineering, info science, info systems management, mathematics, operations research, statistics, or tech management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above & required the development or adaptation of applications, systems or networks.

GS-11: Ph.D. or equivalent doctoral degree or 3 full years of graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, info science, info systems management, mathematics, operations research, statistics, or tech management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above & required the development or adaptation of applications, systems or networks.
